Sindh introduces new college admission policy
Sindh government, in collaboration with the Sindh College
Education Department, has introduced a policy for admissions to the first year
of the Higher Secondary School Certificate (HSSC) to assist students in
securing admissions at their preferred colleges.
Additionally, a new college zone system has been implemented for
the Karachi region.
Officials stated that a recent meeting took place between the
provincial government and the education department to devise a policy that
would alleviate difficulties faced by students who have completed matriculation
and are seeking admission to continue their education.
As per the government's policy, specific instructions have been
issued to college management.
The issued order states, "The College Education Department
has approved the procedure for granting admissions to the first year for the
session 2023-24 in government colleges of Sindh under the Sindh Electronic
Centralised College Admission Programme (SECCAP-2023-24)."
Under SECCAP-2023-24, candidates can submit their applications
through the website seccap.dgcs.gos.pk starting from June 27. The last date for
submitting online applications is July 20, with a possibility of extension
until August 1 if required.
Placement lists for admissions to colleges in all disciplines
will be published by July 25, and classes at colleges will commence on August
5.
According to the policy, only students with A+ and A grades will
have the privilege of getting admission to their college of choice. However,
they must provide an undertaking stating that they will maintain a 75%
attendance record.
On the other hand, students with B, C, D, and E grades will
apply to colleges in their respective zones.
Moreover, a new college zone system is being introduced in the
Karachi region this year, allowing students to enroll in nearby colleges.
The regional directors of Mirpurkhas, Hyderabad, Shaheed
Benazirabad, Sukkur, and Larkana will be responsible for establishing the zone
system for student placements in their respective regions.
Admissions will be based on ninth-grade results, and students
with current and permanent addresses in Sindh on their parents' ID cards must
submit their domicile PRC (Permanent Residence Certificate) along with their
examination forms.
Students whose parents' ID cards bear an address from any other
province, whether current or permanent, must submit their domicile PRC at the
time of admission.
All colleges are required to form admission committees
consisting of their teaching staff and submit them to the DG (Director General)
office. Colleges are not authorized to independently issue admission forms, cards,
or uniforms.
The Director General Colleges Sindh serves as the chairman of
the SECCAP Committee 2023, while the regional directors of colleges in Karachi,
Hyderabad, Mirpurkhas, Shaheed Benazirabad, Sukkur, and Larkana, as well as the
director (inspection) of the DG office, are appointed as committee members.
The deputy director (inspection) of the DG Colleges Sindh office
serves as a member and secretary of the committee. The chairman of the
committee may nominate and appoint members of the SECCAP Committee 2023 from
principals and professors of government colleges in all regions of the
province.
Principals of colleges will be held accountable if admissions
are granted below the merit and cut-off marks of the colleges or beyond the
list provided by the SECCAP.
Furthermore, the IT section of the DG office will be responsible
for preparing and issuing the placement and merit lists for faculties and
gender-wise students.
After the placement lists are issued, a sufficient number of
claim centers (for males and females) will be established to address any
student grievances.
